JOB PURPOSE

Reporting to the Senior Medical Officer, the incumbent is responsible to develop programmes for improvement of knowledge and skills base to equip key populations with the relevant tools to prevent HIV, sexually transmitted infection and tuberculosis in alignment with National Strategic Plans for HIV and tuberculosis, promoting universal access and patient centred care.

 

KEY OUTPUTS

  • Programme Plan for the prevention of HIV, STIs, and TB among key populations developed
  • Strategies to promote routine screening and treatment developed.   
  • A framework for inclusion and participation of key populations developed.
  • Monthly progress reports submitted

 

Key responsibility areas INCLUDES:

Management/Administrative Responsibilities

  • Participates in the planning of interventions, activities and special events and monitor expected outcomes.
  • Completes tasks and activities within established timelines.
  • Sensitizes partners on stigmatizing language and responsible reporting of HIV/STI/TB issues across all platforms.

Technical Responsibilities

  • Provides technical assistance for the development of strategies to promote routine screening and treatment of HIV, sexually transmitted infections and tuberculosis among key populations including but not limited to inmates, persons with chronic diseases.
  • Identifies and use effective channels to reach key populations with relevant information and services to reduce risk to HIV, sexually transmitted infections and tuberculosis.
  • Provides technical support in highlighting relevant issues around, HIV, sexually transmitted infections and tuberculosis on specially observed dates: World AIDS Day, World TB Day and Safer Sex Week, STI Awareness Month, HIV/STI/TB Annual Reviews.
  • Assists with the development of interventions specially tailored for high risk populations and other vulnerable groups.
  • Assists with the development of information and education collateral to improve knowledge of HIV, sexually transmitted infections and tuberculosis and reduce risk behaviours among key populations.
  • Increases knowledge among duty bearers about the sexual and reproductive health issues affecting key populations including, women, men and other vulnerable populations.
  • Assists with the development and placement of campaigns to improve knowledge and reduce risk behaviours among key populations.
  • Coordinates the development of content for the HSTU-hosted websites/pages relating to key populations
  • Assists with compilation of HSTU annual reports for publication.

Human Resource Management Responsibilities

  • Monitors and evaluates the performance of direct reports, prepares performance appraisals and recommends and/or initiates corrective action where necessary to improve performance and/or attaining established personal and/or organizational goals.
  • Participates in the recruitment of staff for the Unit and recommends transfers, promotion, termination and leave in accordance with established Human Resource policies and procedures.
  • Collaborates with the Division in developing and implementing a succession planning program for the Unit to facilitate continuity and the availability of required skills and competencies to meet the needs of the Unit.
  • Provides leadership and guidance to direct reports through effective planning, delegation, communication, training, mentoring and coaching.
  • Guides the welfare and developmental needs of staff in the Unit are clearly identified and addressed.

The incumbent may, from time to time, be assigned duties not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position.

  • Key populations strategy and implementation plan developed

  • Timely submission of monthly reports

 

Minimum Required Education and Experience

  • Bachelor’s Degree in Social Work, Psychology, Demography, Media and Communications, journalism or related field.
  • Three (3) years’ experience working marginalized groups or key populations 
  • Experience working with HIV, public health or social development issues
